an increase in the defense budget. but back then we had planes that couldn't fly for lack of spare parts or pilots. we had navy vessels that couldn't leave harbor because of lack of crew or, again, lack of spare parts. today we're well on our way to a 600-ship navy. we have 543 at present. we have -- our military, the morale is high. i think the people should understand that two-thirds of the defense budget pays for pay and salary, or pay and pension. and then you add to that food and wardrobe, and all the other things, and you only have a small portion going for weapons. but i am determined that if ever our men are called on, they should have the best that we can provide in the manner of tools and weapons. there has been reference to expensive spare parts, hammers costing $500. well, we are the ones who found those. i think we've given the american people back their spirit. i think there's an optimism in the land and a patriotism, and i think that we're in a position once again to heed the words of thomas paine, who said, "we have it in our power to begin the world over again.'' >> than

programs for defense companies, transportation companies. they get federal dollars so they can do these programs. these programs go away january 1st pairs of these companies including defense, health care, transport will have to notify employees by november, the end of october to notify employees their jobs are cut. so in addition to the largest tax increase were going to see since world war ii, were also going to see a host of layoffs at year-end, all as a result of ignoring the fiscal class, which is why there is so much talk about it. so you know, i do think we are walking on shaky ground and unfortunately the president has been unable to provide the leadership required to get these two groups together, the right and the left. you know, part of the job of the commander-in-chief has to be to compromise and bring these two groups together. for congress to say we're going on vacation for five weeks and then come back and say we go away again until after the election, with nothing done about the fiscal class is truly irresponsible. and the fact that the leadership -- there is no le

getting squeeze. let's go forward to january 1. that's when defense department cuts are supposed to take place. 60 days in advance that november 2, warning notices are supposed to go out from contractors to their employees saying here comes some layoffs. the administration does not want layoff warnings going off right before the election. so they said to people like lockheed martin. you don't need to send these layoff warnings out. they say they are hypothetical. lockheed martin says it is the law. we must send the out the notices. the administration says if you don't send out the warnings, then we'll indem anyify you, we'll cover lawsuits that might result if there are layoffs. so the taxpayer is on the hook for not sending out these warning notices. it's pure politics. martha: it's unbelievable, frankly. either we are going to have these defense cut layoffs as a result of sequestration because nobody in washington seems to be able to come together on a budget deal. don't they have to face the ramifications of that and say we are going to have these defense cuts and that means we have t

trillion just to give you a sense over ten years that's more than our entire defense budget. and you think that by closing loopholes and deductions for the well to do somehow you will not end up picking up the tab. then governor romney's plan may work for you. but i think math, common sense, and our history shows us that's not a recipe for job growth. look, we've tried this. we've tried both approaches. the approach that governor romney is talking about is the same sales pitch that was made in 2001 and 2003. and we ended up with the slowest job growth in 50 years. we ended up moving from surplus to deficits. and it all culminated in the worst financial crisis since the great depression. bill clinton tried the approach that i'm talking about. we created 23 million new jobs. we went from deficit to surplus. and businesses did very well. so in some ways we've got some data on which approach is more likely to create jobs and opportunity for americans. and i believe that the economy works best when middle class families are getting tax breaks so that they've got some money in their pockets. and
